General Accounting: These individuals are responsible for maintaining the financial records of Lancaster County, as well as preparing all of the financial statements including the Comprehensive Annual Financial Report (“CAFR”). Awarded by the Government Finance Officers Association (GFOA), the CAFR has received a Certificate of Achievement for Excellence in Financial Reporting for the past 30 years. This departmental unit also provides assistance with the preparation of the County’s annual preliminary budget.
Internal Audit: This unit conducts periodic audits of row offices, county departments, tax collectors, MDJ offices, and other County functions that receive county, state or federal funds to assure compliance with applicable laws, effective internal controls, and conformance with all governmental regulations and procedures.
Accounts Payable: Our AP staff reviews all invoices and other county obligations for reasonableness and legality, and processes obligations for payment. These individuals are responsible for processing approximately 500 checks to County vendors per week. During election months, the accounts payable staff are also responsible for processing over 1,000 payments for election workers.
Financial Systems: Our financial systems staff maintain, upgrade, and assure the reliability of the County’s robust web-based Human Resource / Payroll / Pension and Financial / Budget accounting computer systems.
Payroll: This unit of the Controller’s Office handles the entire county biweekly payroll. As of December 31, 2019, our payroll staff was responsible for processing payroll for 1,861 County employees.
Retirement: These individuals handle all aspects of County’s pension program. As of December 31, 2019, there were approximately 1,372 retirees and beneficiaries receiving benefits from the County of Lancaster. Additionally there are 1,700 active members of the retirement plan.
